Jenkins of Camp No. 164, Sons of Spanish American War Veterans, courtesy of Kenneth H. Robison II. There will be some conflicting interests but as more evidences emerge for the fact on many of these conflicts, it will be corrected.
The 1st Idaho Volunteer Infantry had served in the Philippines during the Spanish American War and the Philippine American War.

IN MEMORY OP IDAHO'S PATRIOTIC AND HEROIC CITIZENS
WHO SACRIFICED
THEIR LIVES IN THE SPANISH-AMERICAN WAR
IN DEFENSE OF THEIR COUNTRY'S
HONOR.
Whereas, When the President called for troops to take part in the Spanish-American war, the State of Idaho was asked to furnish two companies for said war, and through the influence of prominent citizens of the State, a regimental organization was secured, which organization was directed to embark for Manila where they achieved honor and distinction at the sacrifice of Major McConville, who, with many other patriotic and heroic Idahoans, while defending our flag and our Nation's honor, fell. Therefore, be it resolved by the House of Representatives the Senate concurring that a monument be erected on the capitol grounds at Boise City in commemoration of their memory and their distinguished service, and be it further resolved that the State Legislature, now in session, include in the appropriation bill the sum of $2,500. for the erection of such a monument. Be it further resolved that the plans, acceptance of bids, and other matters pertaining to the carrying out of the provisions of this bill, be placed in the charge, and under the supervision of the Adjutant General: Provided, That the bills, and accounts for expenditures, be audited and allowed hy the State Board of Examiners, as otherwise provided by law.

1. Jones resigned on recommendation of the surgeon. He
had a fine attainments, served as a colonel in the Confederate army
during the Civil War and consequently was well along in years. Succeeded
by Capt. Thomas r. Hamer of Co. E, and then by Major Daniel W. Figgins.
2. Hamer was the Lieutenant Colonel after Jones resignation. He was
mustered in as a Captain of Company E; promoted to Lieutenant Colonel on
March 5th, 1899, honorably discharged from service on July 10th, 1899.
He was appointed as Lieutenant Colonel of the 37th United States
Volunteer Infantry Regiment on July 5th, 1899.
3. Figgins served as
Major until he was promoted to Lieutenant Colonel. He was mustered in as
a Major, later promoted to Lieutenant Colonel upon the discharge of
Lieutenant Colonel Hamer.
4. Fenn was promoted to Major after he was
mustered in as a Captain of Company H. He served as the 1st Lieutenant
of the 2nd Regiment of the Idaho Militia in Company B during the Indian
War of 1877. Fenn was promoted to Major upon the promotion of Major
Figgins. He commanded the 1st Battalion.
5. McConville had served in
the Civil War's 13th New York Volunteer Cavalry from 1861-1865 and the
21st U.S. Infantry from 1865-1873. He also served in the Nez Perce War
of 1877 as an Idaho Militia Officer, then later as a Colonel in the
Bannock War of 1878. McConville mustered in as a Major of the 1st Idaho
Volunteer Infantry. He was killed in action on Febraury 5, 1899 at Santa
Ana, Philipiine Islands.
6. McRoberts was mustered in as a Captaiin
of Company A, and then promoted to Major when Major McConville was
killed in action.
7. Gallagher was succeeded by Quartermaster Sgt.
James Graham
8. Osborn was mustered in as a Sergeant in Company D and
later was promoted to Regimental Sergeant Major. He was succeeded by
Durbin L. Badley
